§ 17-6. Closing streets for improvements.

  • (a)

    It shall be unlawful for any person to ride or drive in, upon or across any street, avenue, public place or public ground in the city which has been temporarily closed by order of the city council for the purpose of grading, graveling, repairing, oiling, paving or otherwise improving the same. Such closing shall be done by means of ropes, boards or other proper obstructions. Only such portions or lengths of such streets, alleys, avenues, public places or public grounds shall be closed as may be necessary at the time and no written sign shall be necessary to notify persons of such closing.

    (b)

    The city may cooperate with individuals in repairing, graveling, grading, oiling or otherwise improving the streets, alleys, avenues, public places or public grounds in the city, but no closing of such streets, alleys, avenues, public places or public grounds shall be lawful and effective unless done by order of the city council. Individuals cooperating with the city in such work must have the proper red lamps or lanterns put at such point of the street, alley, avenue, public place or public ground where it is closed. Such red lamps or lanterns shall be sufficient to warn persons of the obstruction at night and sufficient to keep a light during the night and during wind and rain.

    (c)

    When any street, alley, avenue, public place or public ground is closed as herein provided, the city official closing it shall immediately and without delay notify the central fire station of such closing, giving information in full as to the street, alley, avenue, public place or public ground or portion of the same that is closed. When the street, alley, avenue, public place or public ground or part of the same is again open for travel, the city official opening the same shall notify the central fire station of the fact without delay.
