§ 19-52. Rates.

  • (a) Rates and charges are approved annually by the city council. A copy of the adopted fee schedule is posted on the city's official website and is on file in the office of the city secretary and with the department as applicable. Fee schedules are available for public inspection during regular business hours.

    (b) Rates shall be applicable for water purchased from the city based upon water used for a billing period.

    (1)

    Minimum charge.

    a.

    Residential customers. All residential water customers shall pay a minimum charge based on the size of the meter utilized, and the minimum charge shall include the first one thousand (1,000) gallons of water used.

    b.

    Multifamily and commercial/industrial customers.

    1.

    All multifamily and commercial/industrial water customers shall pay a minimum charge based on the size of the meter utilized, and the minimum charge shall include the first one thousand (1,000) gallons of water used.

    2.

    Multifamily units will be charged a door charge for each living unit door. For example: An apartment complex with twenty (20) units will have twenty (20) doors and twenty (20) door charges.

    c.

    Single purchase of water. A purchase of water, not under contract with the city, nor as a regular water customer, per purchase.

    d.

    Fire protection user. Monthly minimum for dedicated fire protection meter.

    e.

    Irrigation user. Monthly minimum for a dedicated irrigation meter.

    (2)

    Volume charge.

    a.

    Residential customers. In addition to the minimum charges provided in subsection (1), residential and multifamily water customers shall pay a charge based upon the volume of water used each month as follows:

    Per one thousand (1,000) gallons used (over the first one thousand (1,000) gallons used).

    b.

    Multifamily and commercial/industrial customers. In addition to the minimum charges provided in subsection (1), multifamily and commercial/industrial customers shall pay a charge based upon the volume of water used each month as follows:

    Per one thousand (1,000) gallons used (over the first one thousand (1,000) gallons used).

    (3)

    Outside corporate city limits users. Charges for any water service provided beyond the corporate city limits of the City of Gainesville shall be one hundred fifty (150) percent of the charges for such services within the city and shall apply to all connection fees, minimum charges, meter charges, volume charges and any other associated charges.

    (4)

    Single purchases of water. Any purchaser of water, not a regular customer of the water services of the city, shall pay a minimum charge plus a charge per one thousand (1,000) gallons used.

    (5)

    Fire protection user. Any customer having a fire protection meter shall pay a minimum monthly charge plus volume charges per one thousand (1,000) gallons in excess of the first one thousand (1,000) gallons used.

    (6)

    Other charges. The city shall be entitled to collect the following charges for the activities described. An overtime fee shall be charged in addition to the charges for services provided, if the services are provided after normal on-premises hours, and also the additional charges as follows:

    a.

    Transfer of customer service.

    b.

    Cut-off for nonpayment of account TBD*.

    c.

    Reconnection of service.

    d.

    Street cut for water taps TBD.

    e.

    Fire lane taps without meters TBD.

    f.

    New account connection fee.

    g.

    Meter tampering fee TBD AC **.

    h.

    Overtime fee (after normal on-premises hours) TBD AC **.

    i.

    Meter test fee (where the meter test concludes the meter is operating correctly, as defined in section 19-65).
