§ 4-30. Debts.

The airport board shall not contract any debts on account of the use or operation of the municipal airport, unless the same is so directed and authorized by the city council, nor shall any debts ever be created by the board on account of the maintenance and operation of the same in excess of the appropriation for such purposes for the current year.
