§ 3-31. Trap-neuter-release program.

The police chief shall develop and administer a trap, neuter and return (TNR) program designed to reduce the number of feral cats which are euthanized, to establish standards for the management of feral cats, and to provide for the minimization and abatement of nuisances caused by feral cats.
