§ 2-49. City secretary.

  • (a)

    Generally. The city secretary shall perform all needful and reasonable duties that appertain to his office when thereto required by the mayor or the city council, as though such service was particularly designated by ordinance, and as required by the Charter.

    (b)

    Duty to attend council meetings, keep journal, etc. The city secretary shall attend all meetings of the city council and keep a correct journal of its proceedings in a book provided for that purpose, and shall read all ordinances, resolutions, petitions, reports and other writings which shall come before the city council for its action.

    (c)

    Ordinances; resolutions. The city secretary shall keep a book provided for that purpose in which he shall record all ordinances and resolutions adopted by the city council, and shall attest therein with his official signature the date of the passage and approval of the same and, when publication thereof is required by law, shall procure and append thereto the affidavit of the publisher or other person cognizant of the facts showing the time and manner in which the same was published.

    (d)

    City seal. The city secretary shall be the legal custodian of the corporate seal.

    (e)

    Books, records, etc. The city secretary shall have the custody of and shall safely keep all records, books, contracts, documents and the original drafts of all ordinances, resolutions and orders of the city council, and such other papers as may be filed in his office or delivered to him for safekeeping.

    (f)

    Deeds, leases, etc. The city secretary shall keep a book for the record of deeds, leases and other written instruments of like nature and shall record therein all deeds and leases to or for any real property transferred to or by the city.

    (g)

    Bond issues; debts. The city secretary shall attest and keep a register of all bonds, bills or other instruments of like nature issued by the city, and shall keep a register of all evidences of debt due and payable to the city, noting the particulars thereof and all facts connected therewith as they occur.

    (h)

    Procuring books, stationery; furnishing copies of records; making out notice. The city secretary shall procure all necessary books and stationery for the use of the city council and city officers; he shall furnish to any city officer, free of charge a copy of any record, paper or public document made or filed in his office when the same may be necessary to such officer in the discharge of his official duty, and he shall make out all notices required under any regulation or ordinance of the city.

    (i)

    Compensation. In addition to his annual salary the city secretary shall receive such fees and other compensation as may be prescribed by ordinance.
