§ 14-3. Concession.

It shall be unlawful for any person to offer anything for barter or sale, exhibit anything for pay, conduct any place of amusement for which an admission fee is charged or render personal service or transportation of any character for hire in any public park or playground in the city, without first obtaining the privilege of so doing by contract with the city or written waiver by the city manager or his designee, under such terms and conditions as may be provided by the city council after receiving the recommendation of the parks and recreation board on each such contract.
