§ 13-7. Use of loudspeakers, radios, etc.

  • (a)

    It shall be unlawful for any person to operate or cause to be operated upon or along any street, alley or any other public place within the limits of the city any radio, loudspeaker, juke box or other equipment creating loud or unusual sounds, noise or disturbance for the purpose of advertising any private business.

    (b)

    Any person desiring to operate or cause to be operated upon or along any street, alley or other public place within the city limits any radio, loudspeaker, juke box or other equipment that will tend to create loud or unusual sounds or noise, for the purpose of advertising any meeting of a general public nature, shall first obtain a written permit from the city manager or his designee. The city manager or his designee may issue or refuse to issue such permit as in his judgment the doing of such act will be beneficial or harmful to the public peace, tranquility and welfare.

    (c)

    It shall be unlawful for any owner, manager or employee of any business to operate or cause to be operated upon such business premises, any radio, loudspeaker, juke box or other equipment in such manner that such equipment will create loud sounds, noise or disturbance upon or along any street, alley or other public place within the limits of the city.

    (d)

    Except as otherwise provided in this section, it shall be unlawful for any person to operate or cause to be operated upon or along any street, alley or other public place within the limits of the city, or upon any premises within the city limits, any radio, loudspeaker, juke box or other such equipment in such manner as to create loud sounds or noise of such nature as to disturb the public peace and tranquility.
